According to Portuguese law, all entities and individuals providing paid accommodation to foreign nationals are legally required to report their stay to the Portuguese authorities — specifically to AIMA (Agência para a Integração, Migrações e Asilo, formerly SEF).
What the Law Says
This obligation is established by Article 16 of Law No. 23/2007, which regulates the entry, stay, and exit of foreign nationals in Portugal.

- Mandatory Reporting: We are required to submit an “Accommodation Bulletin” (Boletim de Alojamento) within 3 working days of your arrival and departure.
- Who must be registered: This rule applies to all non-Portuguese citizens, regardless of their age or nationality (including EU and non-EU citizens).

Why is this necessary?
The purpose of this registration is twofold:
- Safety and Security: This practice is common across the Schengen Area (under Article 45 of the Schengen Agreement) to help authorities maintain public safety and prevent illegal activities like human trafficking.
- Immigration Control: It allows the Portuguese government to monitor the legal stay of foreigners within national territory.
